Mr. Brothers is the Director of Utility Services Branch
for the City of Ottawa, Ontario, Canada. He has been active in several
national and international associations, and has served as President of
the Canadian Water and Wastewater Association, a Director and
Vice-President of the American Water Works Association, and Chair of the
Atlantic Canada Water Works Association. He is currently the Chairman of
the International Water Association, Water Loss Task Force, and a member
of the AWWA Water Loss Control Committee.
Mr. Brothers has over 30 years of hands-on leak detection experience,
and 22 years as a leak detection consultant in this field. Mr. Brothers
is a Professional Engineer and is a graduate of St. Francis Xavier
University and the Nova Scotia Technical University.

Bambos Charalambous

Bambos Charalambous holds a BSc degree in Civil
Engineering and a Masters in Business Administration. He is currently a
PhD candidate working on ‘Sustainability of water use in the
Mediterranean with particular application to Cyprus’. He is a chartered
engineer (CEng) registered with the UK Engineering Council, a member of
the Institution of Civil Engineers (UK) and a Fellow of the Institution
of Water and Environmental Management (UK). His experience in water
related areas spans over 26 years and has worked on many projects in
Europe, West Africa, Asia, United Arab Emirates and Cyprus. Since 1995
he is heading the Technical Services of the Water Board of Lemesos in
Cyprus, with responsibilities over all technical matters of the Board,
including planning, operation and maintenance of the water supply
system, as well as the training and continuous professional development
of the 70 staff of the Technical Services. He has also instigated and is
overseeing the implementation of the Water Board’s leakage management
strategy. Bambos is a member of the IWA Water Loss Task Force and has
published a number of papers on issues related to the management of
urban water supply and of water sources.

Paul Fanner Director

Paul Fanner is a senior water industry manager with broad experience
gained over 28 years in the industry. Paul has worked for both Thames
Water and Bristol Water in a variety of technical, operational and
managerial roles, both in the UK and overseas. He is experienced in
managing all aspects of NRW reduction work. Paul is also an experienced
consultant, having undertaken many international assignments for Thames
Water and Bristol Water. More recently, Paul was responsible for
establishing and developing WSO, a successful water loss management
consultancy corporation, based in Miami. Paul is vice chair of the AWWA
Water Loss Committee, a member of the Water Loss Task Force and
Principal Investigator for both the recent AWWARF water loss projects.
Paul now runs his own specialist water loss consultancy, Fanner &
Associates Ltd.

Marco Fantozzi
is the Managing Director of Marco Fantozzi a specialist company
in water management operating in Italy and Internationally. He holds an
engineering qualification and he
is specialized in water
loss management software and in personnel training on water systems
efficient management.
He
is a Member of IWA “Water Loss” Task Force, and the Technical
Coordinator of the Italian “Water Loss” Group and he is
actively
promoting the application
of IWA methodology. He has
published a number of papers on issues related to the management of
urban water supply and of water sources.
As a speaker, he
participated in more than twenty international conferences on these
matters.
He
has 18 years experience in water, gas and wastewater engineering as a
Manager responsible for water, gas and wastewater networks in ASM
BRESCIA SPA (Italy), one of the largest and most advanced public utility
companies operating in Italy. He
is an Expert Evaluator of the European Commission for the 5th and the
6th Framework Research Programme for the Key Action “Sustainable
Management and Quality of Water”, a Member of the “Emerging Technologies
Group” of AWWARF (American Water Works Association Research Foundation)
and Guest lecturer at University of Catania and Brescia (Italy).

Malcolm Farley

Malcolm Farley is a Chartered Engineer (CEng), a
Chartered Environmentalist (CEnv) and a Fellow of CIWEM. He is Chairman
of the Publications, Communication and Conferences team of the IWA Water
Losses Task Force.
He has 36 years experience of working with water supply and distribution
networks worldwide, working for the UK Water Research Centre (WRc) for
25 years, and, for the last 20 years of his career, specialising in
water loss management and leakage control.
He left WRc in 1994 to form his own consultancy, Malcolm Farley
Associates. In 2002, with water sector colleagues, he formed a second
company, Aqua2, specialising in water supply projects and training
workshops in developing countries. As a consultant for the World Bank
and the World Health Organisation he has worked on NRW reduction
projects worldwide.
He is co-author of the IWA Publishing book - 'Losses in Water
Distribution Networks - A Practitioner's Guide to Assessment, Monitoring
and Control', and he will shortly publish a second book for IWAP on 'Technology
and Equipment for Water Loss Management'.

Stuart Hamilton

Stuart Hamilton is the Managing Director of Hydrosave a
specialist company in water management operating in the UK and
Internationally.
He holds an engineering qualification and is a Chartered
Environmentalist (CEnv), a member of the Chartered Management Institute
(MCMI), an MIWO and a FIPHE. Stuart is a member of the IWA Water Loss
Task Force.
He has 24 years experience of working in water supply and distribution
networks and 20 years as a specialist in leakage control. In 1994 he
left the Anglian Water Group to form his own business which employs 100
staff worldwide.
He has carried out consultancy projects in Europe, USA, Africa and the
Middle East in recent years. These projects have included installation
of water management systems, training and recommendations for efficiency
improvement to the various agencies.
Stuart has published a number of papers dealing with improving leakage
control Efficiency.

Allan Lambert

Allan Lambert
Allan has more than 40 years experience in the water industry and is
recognised as a world leader in water demand management. He was the
leader of the first International Water Association (IWA) Water Loss
Task Force from 1996 to 2000, and has produced numerous
international papers and publications on leakage management.
Allan has held positions as: President, British Hydrological
Society; Technical Secretary, UK National Leakage Control Initiative;
Special Adviser, House of Commons Environment Committee; and
consultant for World Bank and other international funding agencies.
An independent consultant, he is also Managing Director of ILMSS Ltd:
which provides training and leakage management software to
facilitate introduction of IWA methodologies. He contributed
considerably to the IWA water loss performance indicator initiative
and last but not least, developed the BABE concept for Component
Analysis of Real Losses, and the ILI (Infrastructure Leakage Index).

Roland Liemberger

Roland Liemberger, a water and sanitary engineer with
an MSc from the University of Vienna, has 20 years of experience with
water distribution networks, specifically water loss reduction and
network rehabilitation.
Roland has worked in more than 25 different countries - from A like
Albania to V like Vietnam and is specialised in water loss assessment
and the development of loss reduction strategies for water utilities in
developing countries. It therefore does not come as a surprise that
Roland works extensively with the World Bank and other international
funding agencies.
Since 1996 Roland is engaged in the IWA Water Loss Task Force and was
involved in the work on Performance Indicators which has lead to the
IWA's Best Practice Manual. Since 2002 Roland is Deputy Chair of the
Task Force and sees himself as an advocate for developing country water
utilities.
After having managed Bristol Water's international business for some 5
years, Roland has now established his own specialised consulting firm -
Liemberger & Partners. (www.liemberger.cc).

Dene is Head of Supply Demand Management at WRc plc,
the UK water research and consultancy company. He has responsibility for
the team at WRc delivering projects and research on leakage management,
water demand planning & forecasting, flow-metering and water efficiency.
He is currently involved in a number of projects covering, leakage
research, flow meter replacement strategies, flow meter auditing and
testing, micro-component analysis of domestic water use, metering
policies, water demand forecasting and water efficiency studies. Dene is
also Technical Co-ordinator of the EU research project TILDE for
integrated monitoring of leakage and Board member of the Sensors for
Water Interest Group, a forum for measurement issues in the water
industry.
Dene graduated in Physics from the University of York in England and
worked in various areas of industrial research and development before
joining WRc.

David Pearson

David is a chartered engineer with a BSc in Civil Engineering and a
Diploma in Water Engineering. At the beginning of his carrier he worked
mainly on water resource studies before moving into distribution
operations as Regional Technical Manager for North West Water. In
1994 he became Programme Manager for leakage. His efforts were critical
in maintaining supplies to over 3 million customers through the major
drought of 1995/96 and driving a leakage strategy that saw losses halved
in 4 years. He was a member of the national leakage group and has been
the client manager on a number of national research projects.
After a total of 33 years experience in the industry, David is now
working as an independent consultant. He has become a key member within
the IWA Water Loss Task Force and is working on the economics of leakage
control, the pressure management and the apparent losses sub groups.

Alex Rizzo

Alex Rizzo holds a degree
in electrical engineering, is a chartered engineer, and holds a masters
in business administration. Mr. Rizzo is presently reading for a
doctorate in business administration with the Maastricht School of
Management.
Alex Rizzo has had over 15
years of senior management experience in the water and wastewater
industry. He has managed the Malta leakage control initiative from 1994
to 2001, reducing the ILI in Malta from 10 to below 4, and has managed
the water system for the Island of Gozo from 2001 to 2004. Mr. Rizzo is
actively involved within the International Water Association Performance
Indicator group on leakage control, and has presented various papers to
UNIP, Ciheam and the IWA on the subject of leakage control and apparent
water loss control. Mr. Rizzo is the managing director of Rizzo
Consultants Ltd., an organization established in Malta and focused on
research and consultancy in the field of water systems management.

Julian Thornton

Julian Thornton is an international consultant specializing in
water loss reduction with 25 years of experience in more than 20
countries throughout the world.
Julian is the author of the recent text book “Water Loss Control
Manual” by McGraw Hill of New York (2002) and is also currently working
as chairman of the American Water Works Association (AWWA) ad hoc
committee to re write the AWWA M36 “Water Audits and Leak Detection”
Manual of Best Practice.
Julian is a long standing active member of the AWWA Water Loss
Control Committee and is the team leader for the International Water
Association (IWA) Water Loss Task Force – Pressure Management Team.
Julian is the Managing Director of Thornton International Ltd which
is currently working on water loss management projects in; Africa,
Bahamas, Brazil, Canada and the USA.

Stuart Trow

Stuart
is a Chartered Civil
Engineer. He has worked in the UK water industry since 1976, for
consultancy companies, water supply companies, and utility contractors,
specialising in water distribution systems. He became interested in
leakage after joining the then Sunderland and South Shields water
company in 1979. The company had recently established a district
metering and pressure management system, with computerised control and
record keeping. Between 1990 and 1994 Stuart was a member of the
steering committee of the UK National Leakage Initiative, which
developed the Managing Leakage reports. He chaired the group which
studied the economics of leakage management.
In 1994, Stuart established
his own service company specialising in leakage management, water mains
rehabilitation and network management. He also established a company
with Allan Lambert which developed software to promote the latest
techniques for ELL, pressure management, and leakage component modelling
(BABE). In 2000, he co-authored the IWA book “Managing Water Losses”
with Malcolm Farley.
Stuart
is currently a director of CaL Solutions Limited, working mainly in
partnership with Scottish Water. He also continues to develop and apply
new techniques for ELL processes, and pressure management.

Tim Waldron

Tim has over 30 years experience in the water and
wastewater industry. Born and educated in England, Tim worked for North
West Water U.K. for over 20 years including 10 years as the Water Supply
Manager of the City of Preston servicing a population of approximately
1.2 million people.
Later, as Divisional Engineer for North West Water, he was responsible
for specialist engineering, water demand management and water by-laws.
His specialist knowledge in water demand management led to his
secondment as a Technical Advisor for Developing Countries, as the
United Nations Technical Representative for the South Pacific for
U.N.D.P. and the World Health Organisation. Tim is presently Chief
Executive Officer of Wide Bay Water Corporation.
